Hi,
From a friend living in northeastern France (Alsace).
Wetland near a small creek.
He thinks it may be
Pandivirilia caesia.
Is that correct ?

With the extensive grey pollinosity on the abdomen I would expect
melaleuca

Hello evdb & Paul,
Experience has thaught me that the vague blackishness in the middle of the tergites is the feature of P. caesia. P. melaleuca is far more silverish, compact and misses the yellow wing base. See:
