Your habitat rather suggests Phytomyptera, which is extremely similar on pictures. The shape on the apical crossvein is different but the distinction is very subtle, maybe I misjudged it.

It is Cyzenia albicans, very common spring-species here in Finland.

Now you mention it, tibiae are reddish, so that makes sense.
