At the time I identified this as
Lasiomma seminitidum but Martin Harvey pointed out that it has plumose antennae and on closer inspection of the photos it's clearly something else.

I've looked through Mike Ackland's genitalia drawings but can't see a match.

I think it is
Hylemya urbica.
(Plumose aristae + blunt cercal plate + relatively thick surstyli)
