Thread subject: Diptera.info :: Platypezidae ?

Not sure if this is a flat footed fly or not- behaved like one - running around in circles on a leaf. Taken yesterday about 6mm body length South coast UK. To further compound my ignorance what is the structure on the rear leg ?
