Dryomyzidae? Dryomyza flaveola? But I'm no expert.

This is a lauxaniid - genus Meiosimyza. Perhaps M.affinis, which has black palpi and a black tip to the antenna.

:D Jorge, I would have guesed Suilla too! Thanks to Steve for identifying the family. Lauxanidae. appear to be quite a varied family, which I must start to study properly.
