Small fly photographed today adjacent to coastal bush, 20km north of Durban, KZN, South Africa. Size ~ 4mm I would guess. 3 Pictures:

Quite stunning!
Oeciotypa hendeli Lindner, 1957 (Platystomatidae, Plastotephritinae). Check Whittington, 2003, p. 183 ff.
