Difficult to see, looks like Phyto melanocephala female, but the petiole in the wing is a bit long....

Definitely Phyto.
Species unclear, should be melanocephala but .... you know.

It keys out to melanocephala or just possibly the rather cryptic similis.
No way to tell without the front legs.
