Hi,
This fly was photo on may at Israel.

It looks pretty primitive to me. few hairs on the thorax. and relative few veins on the wings.

Yes, Calyptrate. My gut feeling says it is a Muscid, but could well be an Anthomyiid.

The picture was taken with my old compact camera so the quality is not bright.
I tried to close up the thorax for better view.

I vote for Anthomyia.
Several days ago I collected alike fly in South Turkey. Mine has vein A reaching wing margin and hairy proepisternal depression.
