Where in the world did you see this? and do you have photos from other angles? :)
It looks like a bit like
Blepharipa but Theo might be able to make more from it.

I took this photo in north of brittany near brest (france) the 29/09/2007. I have not an other view.

Should Blepahripa not have a more reddish scutellum? Please give the size.

It looks very 'Sturmiini', given the date the obvious ID would be Sturmia bella.

Yes, Theo has it then -
Sturmia bella :) I have found the colour of the scutellum a bit variable but 7-8mm would favour
Sturmia too :)

It helps when you know that Sturmia is most common (or should I say, least rare) in September.
