Kursk reg, oak forest, 5mm.
Arista short pubescent, scutellum bare ventraly, dorsaly with fine (finer than usual) and thin hairs

S. bicolor is by far the most common yellow Suillia at least in the Finnish boreal forests. Your fly certainly looks like S. bicolor.

My doubts was that in Gorodkov key hairs on scutellum have to be thin fine + bad visible (OK) + pale (my test fine , but still black)
