This fly (about 8 mm) was found on Thymus in a garden on 30th July 2017 (Eastern Lower Saxony, Germany).
Maybe
Cheilosia caerulescens?

Correct, female of Cheilosia caerulescens. It occurs synanthop as a leaf-miner of Sempervivum in gardens.
