Can anyone confirm whether this is Rhamphomyia tibialis, please?

It was collected 19 April 2017, in birch woodland, Holford Moss, Cheshire, England.

Collin refers to pennate hairs on the hind leg, which I thought meant feathery, but these aren't feathery.
