Yes, this is a female Lucilia.
Difficult / impossible to get to species level.

Likely to be
L sericata - wide frons, 3 post sutural acrostichals, yellow basicosta, only a single anterodorsal bristle on T2. Impossible to be certain without specimen and lots of experience.
Sericata is very common. This one is female.
