Hello Vladimir,
It is a species of Neoascia, not Neoasciella (is teh old name).
it could be aenea (which is called meticulosa nowadays), but I would have to check it at home. Maybe later more! :D

So, I checked your picture again at home, and indeed I think this is the female of Neoascia meticulosa! :D
