I Think it is a tachnidae but I can't explain why in english.

It reminds me of some Solieria, but the head is out of focus, so we can't see the bristles there, alas...

Yes, I agree - also would be nice to see the scutellum for those 2 pairs of scutellar bristles. :)

Well, I still go for Solieria.
It's a male with long tarsal claws, so no pacifica.
Given the width of vertex, this leaves either fenestrata or vacua. Somehow, it doesn't look much like fenestrata.
