I think it's a Besseria. Could be a B. anthophila?

Yes, that is a Besseria.
Imthinh it is zonaria, though, the other species without apical crossvein. The hairflurs on tergite 4 are pretty strong and the calypter is a bit big.

Was it found lowland or high in the mountains ?

I doubted both and one more time I was wrong. It seemed to me that the width of the calypter was not half or less than width of the scutellum.
Was found in a garden area in a village and ( although in front there is a mountain) the altitude there is about 400 m.

That is lowland and that supports Besseria zonaria. Anthophila is never below 1000 m. to my knowledge and usually closer to 2000 m.
But I am not 100 % sure, and currently I have no access to my collection.
