It seems to be a female. Could there be a difference between sexes about the wing spot?

No it is a male, the female is well less contrasted. I'm not a specialist, but trying to key it with Rohdendorf 1971, I end up to
Sphenometopa claripennis.

The problem is that according to FE, this species is only mentionned in Cyprus...

Females and males in this genus are quite different. Males are more eye-catching, while females resemble more typical fleshfly colours

There are many species in this genus, many of those little known.
The genus is badly in need of a review.
