I'de rather prefer some better image quality...
But it moved all the short time and than vanished, leaving me with this only image.
Bibionidae female?
Small, about 5mm or less, on the dead leaf, pond beach, Moscow region, 24 sept.

After a night it comes to my mind that it doesn't look like Bibionidae at all.
The only my idea is - if it exist Simulidae large like this, than may be some "Simulium "gigas""?

It could well be the genus
Cordyla,
Epicypta or one closely related, but with the visible detaiils, I cannot tell.
