Galicia (Spain), 08/12/2015.
I think is a Coenosia. It was collected. It was found dead in a garden.

It has cruciate interfrontal setae and a strong proclinate orbital, so it is in Muscinae, Azeliini (impossible in Phaoniinae and Coenosiinae). Then, Hydrotaea have always 4 post dc (European species), and Thricops haven't spots on abdomen, so it is Azelia. Reddish/brown to yellowish tibiae -> A. cilipes or nebulosa. It seems it bears a very short apical dorsal on t2, so I would say A. cilipes, but I'm less sure.
