Wisconsin, USA July 11, 2015. I think it's a
Urophora. We have several introduced European species. The key relies on female characters.

Indeed,
Urophora affinis was introduced into Canada and the USA as an agent of biocontrol of the spotted knapweed (
Centaurea stoebe L. aka
C. maculosa) and diffuse knapweed (
C. diffusa Lamarck).
