Chloropidae, Oscinellinae.

Do you have Rhodesiella in your area? That is one genus with a large scutellum.

Chloropidae, Oscinellinae: Calamoncosis is correct. Probably C. minima (Strobl, 1893), the most abundant species, which prtedominantly develops as inquiline in Lipara galls. Rhodesiella spp. have the hind edge of the eye concave.
