Probably
Chlorotabanus. They are active at dusk; the North American species is named
C. crepuscularis after its flight time.

Chlorotabanus never have a dorsal projection on the basal flagellomere complex on the antenna.
This is
Rhabdotylus sp. (sometimes put as a subgenus of
Stibasoma).
Cryptotylus is also very similar but I'm pretty sure it's not that. Females are much easier to identify because the frontal callus is very different in those genera.
