Photo on Finland Kokkola 28.7.2010.
Is it possible to get species for that Chironomidae?

Chironomus (Chironomus)

It's similar to C. plumosus, but note the different shape of the outer edge of the gonostylus. I can't tell if the fore tarsus has a beard.
