Not Eustalomyia hilaris. (midvitta not widened into a rounded spot.)
It is Eustalomyia festiva or Eustalomyia histrio
E. festiva with the arista relative long haired and hindtibia with 7 av
E. histrio with the arista only pubescent and hindtibia with 12 av
Those characteristics are unfortunately not visible on your, by the way, nice photos.
