This specimen was photographed today in Romania, it is C. bicinctum or there is some more similar species like this one ?

I'm sorry to say that there's no general single rule. In many cases, with higher Brachycera, like
Chrysotoxum, dicoptic eyes (i.e. clearly separated eyes) are feminine, while holoptic or near so eyes (i.e. eyes touching together) are masculine. But as I told, this happens with many but not all. For some taxa like mosquitoes and robberflies for example, genitalia are quite useful for differentiate females and males..
