This doesn't look like a syrphid fly to me.
Can it be Mesembrina mystacea??
It's a guess but I saw a few pictures of this species which seem to match with this one.
But again I'm not completely sure.;)

Or maybe is Criorhina better option?

I'm convinced that this can't be a syrphid. It's clearly a calyptrate fly.
But about the species I'm not entirely sure, but actually i can't think of another calyptate fly that has such resemblance to a syrphid fly than mystacea. My doubt is born from the fact that i'm not very experienced in keying out calyptrate flies.

Better look and your arguments convince me, that it isn't Syrphidae.
So Pia you get an answer, it is Mesembrina mystacea ? Muscidae and forget what I say!
