what kind of insect is this, what is he doing and what is his host? Location is in Slovenia.

This is a Ichneumonid wasp. No idea of the species; it is an immense group on parasitic wasps and I'm no expert.

There they pull something from time to time from image. Sometimes they pull nothing (-:
