Black fly, about 10 mm.

It's a stratiomyid. Without knowing where it was photographed, it is pretty much impossible to go further. Please include location & time when you post images for identification!

Knowing wilde is from Belgium it is almost 100% certain that this is
Odontomyia tigrina.
