Hippoboscidae, at Pe?iscola, Castellon, Spain, in summer 2006, in a cage with eagle owls (Bubo bubo). Maybe Ornithomyia sp?

Yes. Not enough detail to go to species level.

Eagle owl must be Ornithomyia avicularia.
The other species occur in birds of size of Great Tit or smaller.
And the last time I checked, Eagle Owl was bigger.
By the way, the funny green colouration indicates that the fly has blood in it.
