this is one of the most common flies we have here. I saw them almost every them, specially near the coast where I can see hundreds of them.

If I was obliged to give ID, I'd choise Sepsis orthocnemis.
But it is much better to ask Ozerov...

According Andrey Ozerov it is rather S.fulgens than S.orthocnemis
