I'd agree with Pierre, it *looks* like a Pimpla of some kind, but there are a *lot* of ichneumons with black bodies and orange legs so it's impossible to know for sure. The funny thing about Lissonota is that I have never seen one here, but because it appears in the popular 'Collins Pocket Guide' lots of people think they have seen one when they have a black wasp with orange legs. When it says in the book that 'there are many similar species' that is a gross understatement ;)
