I think it's a
Xiria sp. Cf. Hendel, 1914 (Genera Insectorum, 157, p. 12 and Taf. 3, fig. 60-63), key in Hendel, 1914 (Die Arten der Platystominen, p. 24; there it runs probably to
X. xanthotricha from Burma), wing pictures in Hennig, 1940 (Aussereuropaische Psiliden und Platystomiden im Deutschen Entomologische Institut, Taf. 24, fig. 9-10), and genus description in Walker, 1857 (Catalogue of the Dipterous Insects collected at Singapore and Malacca by Mr. A. H. Wallace, p. 36, Plate II, fig. 2; type species,
X. antica, described from Malaysia, Mount Ophir = Gunung Ledang)
