Female Cheilosia - a difficult genus. However, this one should be Ch. caerulescens, as it is obviously busy with ovipositing on Sempervivum tectorum; the larvae feed in the leaves and may destroy them. Compare http://diptera.in...d_id=14981 and http://www.semper...node/27857.
