When I see this photo I have to think of genus Orthonevra

Yes, indeed, it looks very much like the male of Orthonevra nitida. This species occurs in the northern parts of the americas, but maybe it's in Colombia as well. Otherwise it's a species very close to it.

This is not one of the Nearctic species. It resembles Orthonevra nitida. Sedman (1964) said records of O. nitida from South and Central America were misidentifications, adding "this species bears a close relationship ... with a number of Central and South American species."
