I would say this is
Nephrotoma flavescens. Can anyone confirm this?

When and where was it taken?

This photo is taken in 16th of June. The place is Espoo in Southern coast of Finland (adjacent to Helsinki). The habitat was wasteland meadow near sludge pond and sea coast.
