My friend found a strange hymenopteran with long appendage(?). Any ID is appreciated esp. family level or below.

I am not an expert, so I'm just guessing, based on suprficial similarity: a Megachilidae bee, perhaps something distantly related to Coelioxys (?)

I saw thinking sawfly (Symphyta) based on cylindrical abdomen and external ovipositor.

I'm with Henrik - it looks quite similar to Coelioxys, but I'm not into the fauna of North Thailand. There might be some similar genera?
Maybe try at hymis.de
