Arista haired, 3pd on t3, tibia yellowish and it seems no subapical ad seta on mid femur........I would say: Hylemya vagans.
Maybe a look on the scutellum and better look on the midfemur to confirm.....

This is a closer view of the scutellun and mid femur. A friend took photos of the same fly, I'll try to get more views as soon as possible.

There seems indeed no preapical ad on the midfemur.
Only I still can't see if the scutellum is haired all over with little hairs or not, but despite of that, I think H. vagans is right.
