Looks like Pelatachina tibialis to me :)

They're not uncommon - fairly distinctive things - pale tibiae, long median bristles, yellow wing-bases, small rounded head. They are parasitoids of Small Tortoishell butterfly (among others) but they got a lot less hype than Sturmia bella ;)
