based upon the Rawlings key (1996), and wing patterns in "Culicoides.net", the species seems to be Culicoides punctatus Mg., which is known also in Turkey. Confirmation will be muh appreciated. Muhabbet
Ref.
1- Rawlings,P.,1996, A key based on wing patterns... Graellsia 52: 57-71 [accessable in the internet]
2- Culicoides.net. http://www.culicoides.net/species_data/punctatus
In newly added picture, two Culicoides spp. are sympatric. C. punctatus (?) is identified by the patterns marked with red lines.

I'd agree with
punctatus, though I'm not certain which other similar species might be present in Turkey
