Well it looks like emphis to me but not sure.
Estimated body 5 mm, on petasites leaves.
Loc: Sloveniua, Forrest.

Looks more like Platypezidae.

Various genuses (loooking black) in gallery looks all the same to me.

Agathomyia sp. - more probably
