Hallo!
I had noticed it in June, 30. She sit on the oak leaf :)
Location: Notrh-West Russia, Karelia.

No, it is a Ulidiidae. I cannot check here which species. I am not too familiar with the family! ;-)

"FLY" is of neutral gender ("IT").
