Very nice picture! I am afraid it would be difficult to tell what cranefly it is from this perspective.

The midge looks like a predator (Ceratopogoninae) rather than a parasite (Forcipomyiinae).

You can see M-Cu intersecting the middle of the discal cell but I would have to look up which (sub)family that suggests.
