I am getting nowhere trying to identify this fly. It has a very distinctive feature of the antenna surrounded by an extended frons. Is it Coenosia species or something entirely different?

I keyed this to C humilis, but the face with the hidden antenna makes me wonder if it is something else, or maybe a C humilis with a deformity?

4mm length, near woodland stream, UK August.
