Could this be a male of Heringia sp.? Looks like it on wing details... Don't expect it to be possible to tell species from photo (don't have specimen) but seems like there have been almost no recordnings of this genus in northern Norway previously, so wondering if I'm correct.
Date is 17.06.2011, approx. length is 6-7 mm.
