Hi, I netted plenty of these midges outside Oslo, Norway yesterday. Habitat is undergrowth close to water. Can it be ID'ed?

May be nameable! As far as I know (but I'm ignorant in this group) there is only one Chironomid with such a band on the wing:
Stenochironomus gibbus (Fabricius 1794)
