Could be Hylemya urbica male. The hind tibia look as if they are faintly yellowish medially. To separate Hylemya from Hydrophoria one needs to see the scutellum which is setulose in Hydrophoria, or the lower calypter which is larger in Hydrophia. Only the genitalia would confirm my guess of Hylemya urbica.
