Dark tarsi, could well be
speciosa.

I think we should call this
Chloromyia species. In
speciosa, the hind basitarsi are contrastingly pale, and the head pile is mainly black. I don't think it's possible to be sure of the species from this photo, but my
guess would be
formosa
