Fly was found in the end of spring in south Karelia.

With Syrph the Net keys (2010) the identification leads to
H. lapponicus Wahlberg
var borealis Staeger (=
H. borealis Staeger).
So my answer is (as far as it is reliable by pictures): yes.

Maybe exist some distinguishable sign, and in the next time I will can took more good and useful photo.
