Not sure what plant this specimen is on, (Nettle?) but if the larvae feed on
Ilex (Holly), could it be
Phytomyza ilicis? The family
Agromyzidae led me to the question via a comment on an image of mine. Not the one shown but one with a similar mine.

That should be correct, it's the only one listed which mines on Ilex.
