In North America unforked Rs, short R cell, and reduced or absent basal M cell would indicate
Simulium. Bicolored legs are also consistent. I don't know if you have any other genera with those characters in Hong Kong.

Thanks John for your hint. A few Simulium spp. have been reported from HK and the only local genus ever reported for the family is just Simiulium. So your genus ID is probably right.
